School Shooting and Foot & Mouth Disease

An Inquiring Mind Want to Know some questions : whether the issues of
Foot & Mouth Disease in UK and other places( actually almost worldwide)
and School Shootings in USA has some similarly  solvable 'analysis' or
insights from Dr. Deming's philosophy.

Who are the 'outside wisdom' waited to be bring to 'the system'?

What is the power ( or powerless) of distinguish common vs. special
causes here?

We had and might still having Foot & Mouth Disease, I as a citizen, feft
very humiliated that we are so powerless, in terms of knowledge and
action.

When we or President Bush using 'improving the system', what does we
mean?

I have a friend works for a famous consulting company in Menlo Park
 someone like to tell me how many Menlo Park in USA?) , he came to
Taiwan Power for a big project. Next time I like to ask him why
California is in such a mess?
