Red Bead Experiment, does understand the concept of suboptimization, and 
(in the weak-link example) seems to feel that all have access to the stated
aim

Same problem as the DEN, isn't it?

How would one know that we are succeeding?  If we we answer the question the
same way (this does not preclude multiple indices of success) or agree to a
common set of answers to the question, then there is a common understanding
of the aim.

The issue is not whether people have "access" to the stated aim, it is
whether the leader(s) (aka, management) has(ve) adequately communicated the
aim.  If the common understanding is missing, then this is a management
problem.

   "The basic cause of sickness in American industry ... is failure of top
management to manage.
   ...
   "The causes usually cited for failure of a company are .... -- anything
but the actual cause, pure and simple bad management."

    In addition to effectively communiting the aim, management will also
effectively communicate the method, since without one there really isn't an
aim.
