Applying WED's teaching to developing countries

In a developing country like Malaysia, the workers are tempted to take
advantage of any enpowerment granted. I tried preaching WED's teaching to
some of the managers and they are always arguing that the civilization of a
developing country will work against WED's teaching. So far, I have heard
of applications of WED's teaching in developed countries (except Japan in
1950s which was united to relieve themselves from the war). How about
applications of WED's teaching in countries such as Thailand, Malaysia,
Bangladesh or any developing country?
What can be done prior to the introduction of WED's method to a company in
a developing country?
