RE: Rational Prediction and Knowledge

Knowing Dr. Deming's penchant for choosing words very carefully, why did he say,
"A statement devoid of rational prediction does not CONVEY knowledge"? What IS
knowledge, then? Is it the prediction itself? Why didn't he say "a statement
without a rational prediction is not knowledge"? Or to him was knowledge the
amalgam of ideas, information, constructs, etc. that produce the predictive
statement?
If I say, "The sun will rise tomorrow". Is that statement knowledge? Or is the
ability to produce the statement knowledge?
How would we finish the statement, "Knowledge IS..."?
