Quite by chance in a local business magazine I came across Goodhart's Law.
In the context of economics this states: 

An indicator is useful until it becomes a target.

Very Deming I thought.

Professor Charles A.E. Goodhart is Deputy Director of the Financial Markets 
Group at the London School of Economics. He is Norman Sosnow Professor of 
Banking and Finance and a member of the UK Chancellor's Monetary Policy 
Committe.
