Over time nature continues to reduce to its simpliest state of balance, 
requring the least of required energy to sustain whatever. This is not chaos, 
it is the system's stae of its process. People, being part of this system, 
using our brains have learned to create sustain higher states of balance by 
how we use the system elements such as improving the rate of water flow to 
create a faster, narrower stream. Control is relative, depends on the the 
critieria used to measure the data.gathered. We set the limts based upon 
initial results
