Go to one of Wheeler's seminars and then go see Dr. Joyce Orsini.  It would 
be helpful to read Dr.Shewhart's books:

Economic Control of Quality of Manufactured Product
Statistical Method from the Viewpoint of Quality Control

There is a 2 day seminar each year at Fordham University on Dr. Shewhart's 
work.
