Hello Group:

The Red Bead Experiment is indeed showing that the performance of
individuals is influenced by the system.  You might also see my article "I
won't work any harder even if you Measure My Performance" January/February
The Journal For Quality and Participation.
This is one of the primary argument against performance appraisals, and pay
for performance.  The employees are working in a system and their ability t
perform is being influenced by the system.
In most cases there is no objective measure of perfromance and when there
is an objective measure it will show that there is variation in performance
, but the performance fits within the system.  If a person's performance is
outside the system then you have identified a person in need of help, or if
their performance is outstandingly good, then what is this person doing
differently that get these results?  Is this something we can learn and
train everyone in their method.  In doing so it could be possible for the
entire group (the system) to improve.

Juran does have an 85/15 rule which says that 85% of the variation in
performance is due to the system.  Only 15% is due to individual performance.
