You cannot just look at one experiment to glean Deming's message. The Red
Bead Experiment and the Funnel Experiment are purposely at two extremes of
action.
In the Bead Experiment, nothing that the worker does(well almost nothing)
gets translated into the bead output of the process. There are many
processes that fit that description.
On the other extreme is the Funnel Experiment. Here, everything the worker
does gets translated into the output of the process. There are many process
that fit that description also.
