I find it interesting the way you worded your question. If we can agree on
the basic premise that " quality is the set of inherent characteristics of a
system (inputs, processes, outputs) that fulfill the requirements of
customers and other interested parties" these documents are "prescriptive
models" to help organizations establish and monitor (using measurements)
continuous process improvements. The ultimate goal, of course, being that
the educational and training institutions systems will fulfill the
requirements of its customers (students) and other interested parties
(state, federal, regulatory, etc).
I am not advocating that this approach will solve all academic issues;
however, let's be honest, education and training institutions have to start
somewhere. As a part-time adjunct faculty member of several university's
and colleges, I can confirm there are areas needing improvement.
