Interesting you should ask about that. I am sure that many people asked Dr.
Deming this question. I know I did and his answer was. "they are all
important".
We then had a discussion about how buy on best value etc could not be done in
the Government. People would then report that they too had certain of the 14
points that could not be worked on in their organizations. Dr. Deming would
listen and then remind them that he had 13 other or 12 other points that they
could start to work on. This usually ended the conversations because he felt
very strongly that people focused on what they could not do versus that which
they could do.
