Deming in Russia

So I'd like to inform you about Deming in Russia (if our dear moderator considers this worth discussing).
The "OOC" was really published in 1994 in 50000 copies and its price was about 5 dollars. Unfortunately it was not translated by Yu.Rubanik who is a brilliant translator as well as an expert in WED's philosophy. So that translation is far from being good. The Deming Dimension was published in 1996 partly (only a half of the book)in 400 copies and later its 2nd ed. had 1000 copies. The price was about 4 dollars. The 2nd half is not published up to now. RDA is hardly alive though they organized several seminars and published several interesting booklets. "The Germ Theory of Management" by M.Tribus was published twice in 1993 and in 1997 (400 and 1000 copies). "TNE" is not translated 'cause of the lack of finances. However the things are not as bad as it may seem. Though the official professor's salary is really about 50 dollars per month, and student's grants are about 10 dollars per month almost everybody in Russia are working in several places and everybody's factual salary is essentially higher. Besides there are two journals in Russia which regularly publish information about WED and the system of PoK:"The Standards and Quality" and "The Quality Management Techniques". The latter has the column "The news from Internet" (I'm its author). In this column there was a special issue devoted to WED's sites in Internet and the nearest issue is devoted to DEN (I'm telling russian readers about the main problems discussed during last 6 months). It's worth noting that the number of books about TQM increased in Russia dramatically during the 2-3 last years.
What do we really need for?
Firstly, I think that it is necessary to translate "TNE" and to publish this book in Russia. Secondly, it is necessary to create good russian web site which could inform all russian readers about the contemporary approaches to management including WED's philosophy.
How can Denizens help us in doing it I don't know.
