The 14 points don't work that way, of course, following 13 is better then 12
but all are equally important, and if allowed to work together will provide
an interdependence of quality.  

To prove my point, choose one point and that you consider to be the "least"
important, isn't "not doing" it, in effect saying you are going to do the
opposite? For example: "Eliminate Numerical Quotas" (point 11) you will
instead make every effort to impose & reinforce numerical quotas?  Not to
sound like double speak, but which point would you choose to not do, so that
in not doing would have the lease negative impact?
