Kaizen and workforce involvement related issues



We are 350 crore not for profit  dairy cooperative. We started TQM management in our organization two years back
. We appointed consultant to guide us. He suggested that to begin with management should provide a gift for every
 kaizen done. We should not consider whether it's repetitive or not.  Quantity of kaizens done is what counts. 
But over a period of 18 months we found that
v No of kaizens are 15% of kaizens done in first few months
v Our middle management and officers had stopped doing kaizens.
v Majority of kaizens are not in line with idea of continuos improvement
v Mangers are confused  while deciding kaizens whether it is routine duty or kaizen
v Whole movement is gift driven, ones gift are out of stock. No of kaizens drooped drastically.
v We found that now work force expects some thing in return for every new initiative in organisation.. 

What can  be the way out for us.
