You make an excellent point about the importance of all projects, including 
quality improvement projects or projects using the Deming approach, show an 
IRR (Internal Rate of Return) or as you call it ROI (Return on Investment).  
You can not expect your project to be judged only on the perceived strenght 
of it tenets.

As I eluded to in my previous post about Six Sigma and Shewhart's Maximum 
Control, you should not practice Six Sigma unless you have a good practical 
understanding of Dr. Shewhart and Dr. Deming's writings on statistical 
control and enumerative v. analytic studies.
