REQUEST: Incentive

Being a true believer in the Deming system and a quality/business analyst by trade, I see a lot of contrarian views to the philosophy.  My question is two fold.  First of all, how do you change the negativity of an informal shop floor leader that seems to dictate the mood of the employees.  Secondly, how do you eliminate an incentive system(piece-rate) that all the empployees seem to embrace.  And what happens if production falls and quality doesn't improve after the incentive system is abolished.
