When I studied  in 1985~1986 the Dr. Deming´s videocasette (MIT), I remember that Dr. Deming stated: the most important point of his 14 points is: # 8; Drive out fear, because the "no-compliance" of the points 3, 4, 5, 6, 8, 9, 10, 11, 12 convey more fear to the workers.
