It would seem to me that French civil  servants are a product
of the system.
Instead of  a bit of fear , I would recommend changing the system,
through better leadership. 

My experience is that advocating "a bit of fear" is similar to
being  " a bit pregnant" .  We ultimately end up experiencing
significant growth.
