As to WED's thoughts related to "targets," do not forget his remarks of the 
Theory of Profound Knowledge, the simple fact that "there is no true 
value...defined in terms of measurement or observation." (TNE 101-107)

As all "targets," to my knowledge, are so defined, the simple fact is the 
targets have "no true value," hence, WED's opposition to them as any use is, 
by nature, a misuse.
