RE: where can I find the definition of TQM ?

I think Phil was closer to the origin than I was...the story he related was
pretty much the same story I heard from people in the Total Quality
Leadership Office. (The story I got was that TQM was changed to TQL, I
believe, either by Undersecretary of the Navy Dan Howard or Admiral Kelso,
who decided that the term "Leadership" was more in line with Deming and
would appeal more to military leaders.)
