I believe that PDSA is a way of thinking that can be used in conjunction
with tools to learn.  As the issues one deals with changes, the tools which
are most useful will change, but the way of thinking will remain the same.
A good example of how PDSA thinking can be applied in cases where numerical
data is limited is outlined in the book Voices Into Choices by Gary
Burchill and Christina Hepner Brodie.
