The effect of applying the PDSA without some understanding of SoPK is
random; but this usually means that it is counter-productive, for at least
two reasons:
1. The spectrum of things that are helpful, and that can support a larger
plan, is usually smaller than the spectrum of things that can send
circumstances reeling out of control (Rule x (where x means I don't know) of
the Funnel); and
2. Because it offers the illusion of active response to an issue (an action
has been taken, but not necessarily one relevant to the issue at hand), it
tends to distract needed attention from, and forclose the options of,
prospective viable (if more difficult, abstruse, or counter-intuitive)
solutions.
The analogy that I use is that of wielding a loaded firearm while wearing a
blindfold. You are likely to profoundly influence your environment; but
unlikely to do so in a way that you desire.
PDSA is a good and necessary tool; but like all tools (Baldridge
(sp?), checklists and formulas of any description, etc.), its just a tool, a
means of bringing an issue into focus. It is not a cognitive or
decision-making function, nor is it a panacea of any kind. Ultimately,
human responsibility, cognition, and decision-making must be invoked. The
effectiveness of these are dependent upon understanding and wisdom. If
these human processes are informed by SoPK, than the union of a good tool
with a wise decision can often yield a desired outcome. Under other
circumstances, the "Law of Unintended Consequences" is necessarilly invoked
(similar to "Tampering" and illustrative of the lessons of the Funnel).
If you substitute "good intentions" for PDSA, than the above also explains
the role that Liberal politics has played in American society over the last
35+ years.
