RE: New Mexico Fire - who is the owner of the system

Neal Mowery provided a wonderful write-up on how we could use this disaster 
to improve the system.  Thanks Neal!  He said we were asking the wrong 
question, and shouldn't be discussing, "Who was responsible?"

I think the Genises of the discussion was when Bruce Babbitt, our Secretary 
of the Interior, went on national TV shortly after the fire and relieved a 
person of their responsibilities and placed him on administrative leave.  We 
had the victim, the guilty person, so we could just continue as before.  Many 
in the DEN thought that was wrong, but the way such things are usually 
handled and dismissed.

We must quit firing people that are caught in Our system!!!
