The non-subscriber's question may not be related to the Pareto Principle. In
the early 1980's in his seminars, Dr. Deming was attributing 85% of problems
to the system and 15% to special circumstances.
In OOC published in 1986, on page 315, he wrote:
"I should estimate that in my experience most troubles and most possibilities
for improvement add up to proportions something lie this:
94% belong to the system (responsibility of management)
6% special.
