I think you're being too hard on Baldrige.  WED may not have been enthralled with it, but I think it's more than a public relations effort.  Yes, you can find cases where Baldrige award winners have faltered; it's not a guarantee of success or perfection.  Baldrige  does not have "A" winner, and it is possible for there not to be a Baldrige winner in a given year.  Further, I think it is a long tern effort, not a short term focus.  We're now starting to see two-time winners, such as Solectron and Ritz-Carlton.  And winners I have heard note that it is, in fact, based on quality and gains for everone: employees, customers, stockholders, etc.
