I recently ran across this quote which I found instructive:

An act of delegation conveys and creates both authority
and responsibility with respect to the subordinate. This
conveyance/creation continues at each successive level
of delegation. As a result, authority may descend in the
organization to its point of need, effectiveness, and
implementation. Responsibility, however, is
accumulated, compounded, and fortified at each level in
order of organizational ascension, so that the final and
ultimate responsibility culminates at the highest
organizational level.

As authority descends, responsibility ascends.
