What did he do?



Denizens,  I also subscribe to the MCB Webforum about ISO 9000. (I =
think
the  discussion was set up by  John Seddon about the future)  =20

In a post I received today Jim Wade, an ISO 9000 apostle who hate the
Deming philopsophy asks this question:

He quotes from H James Harrington, International Quality Advisor at
Ernst & Young. Writing in The TQM Magazine, Vol 10 Issue 4 Date 1998
ISSN 0954-478X, he questions Deming's view that we need to eliminate =
the
annual rating or merit system.  Thus "only people that would suggest
eliminating individual performance evaluations are individuals that =
have
never been responsible for managing others!"=20

So:

1.    What did he do prior to formulating his 20 points?  I only have
OOTC which speaks for his consulting etc.
2.    Where can I get good testimonies about implementation of the "No
merit Rating".  This I have heard of but have never seen evidence of =
it.

Please forward URL's, book titles, essays titles, arguments etc. for me
to find and read.
