I look at the question this way. What Shewhart and Deming called "common and special
(assignable) causes" can't be separated from the use of the control chart. They
exist, operationally, only as a consequence of the control chart, as conceived by
Shewhart. Other methods may isolate "causal" phenomena, but then these should be
given a different name.
