I do not know or want to speculate about Deming's position but in my
experience "do-it-right-first-time" is a gross misunderstanding of Deming's
ideas.
It is often found as a destructive comment coming from management or as a
directive and often as a slogan. Sometimes I hear it as a plea, "Why can't
the do it right the first time". These do recognize the role of the process
in getting it right nor the need to change the process.
I have found it is more helpful to cultivate an attitude reflecting this
phrase, Keep at it until the process works right, every time, and on demand.
