I agree with your statement.
You clipped a wee bit off the end of what I said, and it was the bit that
makes the difference :-(
When I said:

I was empathising with the original difficulty that Patrick Reid expressed
and trying to point out that thinking out of the frame might be helpful.
Yes, I'm sure that there will be many things that can be measured and
control charted. I suspect that there may be other more pressing
difficulties that first need to resolved. At a distance we can do little
more than wonder what they might be.
Sometimes when I write conjunctively with 'and' - instead of contingently
with 'if' - the wee bits after the conjunctions become invisible :-)
