Tony:
I would urge you to help the minister understand that the most 
important aim of the educational system should be:

"To promote joy in learning"

That should be the aim.  There should be a series of goals which will 
be consistent with the aim.  These goals should be directed towards 
first assuring the survival and prosperity of the learner. Secondly 
they should be directed at the good of the society.

For example, a goal might be:

  To prepare the student to be a responsible citizen with the 
capability to sustain himself or herself economically and responsibly 
in the future.

I also would urge you to consult the work of David Langford who has 
done more to develop Dr. Deming's ideas for education than anyone 
else.  You will find expositions of David's work at the DEN web site:
