I agree entirely with Bob.
Of course it is almost certainly true that all 'hard' drug users start
with cannabis.
Equally, it is also almost certainly true that all alcohol abusers (a
far worse social problem) start by drinking beer as teenagers. 
Or probably formula milk some years before that.
