REQUEST: Introduction of TQM principles for the Department of Defense

I´ve just read the "Deming Managment at work" book, still I´d would like to Know the highlights for incubating the process to become a TQM Organization that have to deal with both Personnel and Logistics (maintennance) vital resources. Which lessons learned should be identified as valid for a public sector as the Department od Defense, specifically the Navy. How to apply the variation concept?

I´m a LTCDR Spanish Navy responsible for a introduction, in the Navy War College at Madrid, of the Deming Principles for a class compossed of Officers from other Nato nations followed by a period of discussion based on the benefits on using Deming principles in our Western Defense Organization
