Interestingly enough, it's actually a question of defect levels. It was

today on CNBC that if 1 out of every thousand  votes was missed by the 
machine, this was more than enough to lose the election.
Ppk defect levels are good enough? Maybe it was in Shewhart's and Deming's 
day,
but not in this century.
