This is a copy of my message sent to the DEN in answer to your request.

Let me warn you against the confusion between the Deming principles and a
set of management principles known as TQM (Total Quality Management).
Deming never used, or even acknowledged, the TQM label.

Some European professors who had been working for a very long time with Dr
Deming could explain you the difference, and the benefits of adopting the
Deming principles in Public Administration. You could get some help from
Henry Neave, David Kerridge, or me.
