Actually, I believe the Election Dilemma is an illustration of Dr. Deming's
admonition of "There is no True Value".  Depending on the operational
definition (dimpled chad, hanging chad, pregnant chad, machine count) you
will get different numbers of votes.  The primary failing was a lack of
establishment of an agreeable operational definition prior to the election.
