I think this is a good point. I have given lectures at the Pentagon and
CINCLANTFLT and there was confusion over the difference. Some of the
original DOD work was Deming oriented as spearheaded by the Navy, but the
effort soon became much more generic in nature and more of a TQM flavor.
There are those that will say that 'it's really all the same thing' or 'that
Deming is a subset of TQM'. They simply don't get it, and clearly don't
understand Deming or his System of Profound Knowledge.
The inability to realize that difference lies at the root of many 'failed
quality efforts'. The TQM efforts simply don't deliver the kind of change
that is possible and rapidly become 'just another program' competing for
everyone's attention, and failing to get it.
I would be happy to share my DOD experiences with you Mr. Valles. Another
resource that has done extensive work in the defense field is Mr. Heero
Hacquebord. Unlike Dr.'s Neave and Kerridge whose backgrounds are as
academics, he has consulted in the defense industry in the past.
