The answer as to the relation between Hoshin Kanri and Organizational Design 
illustrates the need to follow Dr. Deming's advice on providing operational 
definitions.

There are as many definitions of OD as there are authors who write books on 
the concepts involved.

The answer, in general then, would be "It depends," i.e., it depends on which 
definition of OD you are using as a point for comparison. Also, when 
comparing with Hoshin Kanri are you also including the necessary link to 
Nichi-Jo Kanri?
