"I know that Dr. Deming was strongly against it (the Baldrige), made a
strong statement. I would like to quote him in the article if possibly, but
don't know where to look."

The Baldrige Award process and criteria have evolved enormously since the
last time Dr. Deming would have had a chance to review them, so I don't know
how much credence I would place on any quotes you could find.
