process and criteria are the how, has the why changed?  I do not know any
quotes but my guess would be that WED would have objected to the Why
(underlying theory and Aim) rather than the how or why which will be
subject to itterative changes - which may or may not be improvements.

In war the bottom line is kill or be killed.  A stoneage man may have
objected to war on a moral ground - he had clear and understandable
objections to the aim and Why.  20,000 years later we may have lazer guided
NAAFI's etc, but the aim is still the same.  The stoneage man's objection
would not be valid if his objection were to the wasteful use of hard tro
manufacture axe heads for the stoveing in of anothers head, but if his
objection were moral/aim/theory based then it would be as valid now as then.

Until we see the quote(s) we will not know the validity.
