What was the nature of "bad" experience: Did he find out he had a 
statistically stable system and not like being reminded that in such a case 
the solution to improvement rests with HIM, i.e., management which controls 
the systemic causes of variation?  

When you say that you are attempting to implement it and he is reluctant to 
utilize it, what was the nature of your "attempt" and the nature of his 
"reluctance to utilize"?
Did you actually go ahead and use available data regarding some quality 
characteristic, properly prepare a chart, make some conclusions and 
recommendation based on a chart and then, show it to him?  Or was the nature 
of your attempt something like:  "Hey, boss why don't we use SPC" to he 
responded "Society for the Prevention of Cruelty!, no way, I had a bad 
experience with that."
