I believe that if managers do not understand variation AND do not 
understand that they need to understand variation, then their 
companies will under-perform, even if they have ISO 9000, IIP, and 
are using the EFQM model. Symptoms to look for include the use 
of LAG indicators (how well did we do last month / quarter) and the 
comparison of this month with last month to see if we did better or 
worse. If there is no process hierarchy map, and there are no sub-
process measures being effectively tracked, that is another sign.
Finally (for now) does the man / woman at the top get personally 
involved with improvement efforts ?
