IMHO it's got a lot to do with " Managing " fear . Dr. Deming spoke about
fear of letting management know the truth about numbers , letting the
shareholders know of the real financial status,etc...
When a crisis arises , all of us have fear...it's how we manage fear under
these circumstances that really distinguishes us .
In fact when Dr. Deming modified his 14 points in 1990 - this particular
point read like this..." Drive out fear . Create trust . Create a climate of
innovation . "
