I was at a presentation by senior Baldrige examiners on the Balridge
Healthcare Criteria at the Institute for Healthcare Improvement last Dec.
The examiner presenting the "picture" of the Baldridge (criteria) with
arrows asked the question:  "What is the most important aspect of this
diagram?"  Those of us that have been learning about Dr Deming's approach
answered:  "The arrows and lines making the connections."  He was
surprised.  Most focus on one of the boxes.

Examiners of the Baldrige Prize as well as the European Foundation (EFQM)
Prize are self-proclaimed experts. How could they know?
