  Management must pursue by handling one of the critical process, "Removing
Barriers."
  Management owns the system and must be committed to the people working in
the system as well as the system itself.  That is the rub!!!  

  Smooth running system may have many barriers that prevent the system from
being capable.  Management owns these systems and is responsible for
removing the barriers.  Management must build trust with the employees so
the employees will aid in barrier identification and removal.

  Constancy of purpose has a critical process of Trust Nurturing.  Many
Owners and CEO's are challenged to nurture.
  Refer to "Out of the Crisis", Chapters one, two and three.  Then read the
last chapter.  
  Reading the complete book is the best!!!
