If the people being trained are illiterate, then the first priority 
should be to give them a chance to become literate.  For such people,

and read about the work of Reuven Feuerstein, especially his 
experiences with the Ethiopian immigrants.

There are two or more Authorized Training Centers for his method in 
India at present and I understad that more are planned.
