The same system that ships used tires inhabited by Tiger Mosquitoes (according
to an NPR report I overheard yesterday afternoon), and for the same reason (i.e.
Because there is a market for it!).  With the tires - there is a market in
Central & South America for used tires (a commodity that we are stockpiling in
New Jersey, and elsewhere), but instead of reaching into these stockpiles
various companies are purchasing used tires from Asia (our military left many
over there, and we are getting them back very cheaply), having them shipped to
the US (filled with various disease carrying insects) then sending them on to
Central & South America.

Sometimes the free-market economy is a system run amuck.
