Inspection of DEN Postings

Ed Baker comments: Dr. Deming was not against 100% inspection. For him
it was a matter of loss with respect to the aim of the system. I think
that the principles that Dr. Deming presented in OTC, Chapter 15, where
Dr. Deming cites the work of Bill Latzko, Joyce Orsini, and others, can
be applied to the issue of inspection of DEN submissions. The moderator
has the following choice, according to Chapter 15: inspect 100% or 0%.
Sampling plans are not to be used (See Chapter 15 for the reasons.)
Hence, if the system manager concludes (which it is his right to do)
that inspection is needed because the cost of a single failure or defect
(with respect to the aim of the system) is too large, then 100%
inspection is warranted.
