1. A web based DEN wouldn't have the auto-replies or spam and would also 
thread messages better.
2.  Consider following: an inspector resists improvement that might lead to 
the choice of 0 inspection rather than 100% because "I'll be out of job"?  
What's the Deming management response?  What about the inspector who is also 
top management?  
3.  What is top management's responsibility in the Red Bead experiment?
