If I can add a bit to Ed's excellent remarks.  A careful reading of Point #3
shows (I believe) that it says, "Cease dependence on inspection", and not,
"Cease inspection".  I think it means what it says; no more and no less.

Certainly Deming understood the need for inspection in some cases.

Unfortunately, there is widespread misunderstanding on this.  I'm not sure
why.  Perhaps its from those looking for cookbook, 'do this/don't do that'
kinds of guidance.
